Our Faculty

Dr. CHAN Lin Ho (EdD, MSc), Director with RTRC Asia and veteran practitioner in the early childhood care and education industry, brings with her 15 years of invaluable early childhood experience. Dr. Chan has a Doctorate in Education (EdD) from the University of Durham (UK) and a Masters Degree in Early Childhood Education and Child Development from Wheelock College ( Boston, USA). Her doctorial research examined how parent training can help preschool children with math at home whilst enhancing parents’ self efficacy and level of involvement in their children’s learning of Mathematics.

In addition to her current appointment as Director of RTRC Asia, Dr Chan is also Executive Director of The Caterpillar’s Cove Child Development and Study Centre, the first such centre to be jointly set up with Ngee Ann Polytechnic that serves as a model childcare centre to promote best practices in Early Childhood Education. Dr. Chan is also an Adjunct Lecturer with Wheelock College. In 2005, Wheelock College honored her with the President’s Award for her contributions as outstanding alumni.

Dr. Chan began her career in the early childhood industry with the Presbyterian Welfare Services, taking on the role of a Centre Supervisor and Programme Coordinator. Following that, she took on the position of Centre Principal at SAF Child Development Centre, running its largest workplace childcare centre at Depot Road. She later joined Touch Community Services as a Programme Director, overseeing the management and operations of four childcare and after-school care centres .

She is a member of the Asia Resource Network in Early Childhood (ARNEC) Steering Committee set up by UNICEF and also a member of the Working Group (Community and Social Services sector) under the Singapore Workforce Skills Qualifications System (WSQ). From 2000 to 2003, Dr. Chan served on the Programmes Advisory Committee of the Media Authority of Singapore (MDA). She was also an Executive Committee Member of the Association for Early Childhood Educators (AECES). On top of teaching child development courses, designing learning environments and building home-school partnerships, Dr. Chan is also a resource speaker for parent education workshops and regularly contributes articles to parenting magazines.

Ruth WONG Rue Eu (MA), Assistant Director, Research and Consultancy (Programme Review) with RTRC Asia, is effectively bilingual in English and Mandarin. As a qualified music instructor, she graduated with a Master of Arts in Human Development and a Bachelor of Arts in Child and Youth Care. She also holds a teaching Diploma in Music. With her artistic inclinations and rich music background, Ruth makes an innovative adult educator. She specialises in the teaching of music and movement and supervision in early childhood settings and taught in local and international settings. She also worked in an international pre-school in Beijing with the 18 months to 3 years old young children from 2004-2005.

In addition, she often volunteer and shared her experiences with the educators from Vietnam, Mongolia, Indonesia, Myanmar and the regional countries. She believes in supporting the teachers from theory to practices and finding innovative ways in meeting the diverse needs of children and families.

KOH-KOK Siat Yeow (MSc), Assistant Director for Professional Development and Continuing Education with RTRC Asia, holds a Master of Science in Child Development and Early Childhood Education. She has had more than 15 years of teaching, supervisory and administrative experience in her role as childcare teacher and supervisor of childcare centres. Siat Yeow specializes in curriculum planning, language arts and parent involvement in early childhood education. She conducts parenting talks and contributes articles to parenting magazines.

Siat Yeow conducts Train the Trainer Programmes for early childhood educators, government officers and policy makers from different parts of the world under the Singapore Technical Co-operation programme of the Ministry of Foreign Affairs and UNICEF. She has also conducted training for early childhood educators in Vietnam, Laos, Myanmar and India.    

Lynn HENG Soo Lee (MSc), is an Assistant Director with RTRC Asia. She has more than 17 years of progressively responsible experience working with children, early childhood educators and parents. She provides training, guidance and consultation to early childhood educators and parents on areas related to infant / toddler development and behaviour, creating an effective learning environment for children, parenting, and parent involvement in children’s development and learning.

Lynn has previously served as a Principal of a number of childcare centers. She was also a Curriculum Specialist for children and a Training Specialist in Early Childhood Care and Education. In 2004, Lynn also extended her expertise to organizations that support family work-life balance.

Currently, Lynn is working on developing and implementing professional development programmes and activities that serve to support early childhood educators at every stage of their teaching development.

Lynn holds a Bachelor of Arts degree in Social Work and Sociology from the National University of Singapore and a Master of Science in Early Childhood Education from Wheelock College ( Boston, USA).

Belinda Lim is a training specialist with RTRC Asia. She holds a Masters of Education and Bachelor of Education from Queensland University of Technology. Belinda has over 20 years of experience in the field of early childhood education, both as a teacher and principal of kindergartens in Singapore and Jakarta. She has acquired vast experiences in supervisory and administration in her leadership role. Her specialized areas of training includes Child development, Mathematics for the Young Child and Children's Literacy.

Geraldine ZUZARTE (MSc) is the Centre Director of The Caterpillar’s Cove Child Development and Study Centre and a Training Specialist with RTRC Asia. She is also an Adjunct Lecturer with Wheelock College. She holds a Master in Early Childhood Education and, has more than 15 years of experience in early childhood administration and management, and working with children and their families.

She was the recipient of the prestigious Khoo Kim Choo Scholarship for the year 2000. In the area of early childhood education training, Geraldine specialises in creativity, play, language arts, art for young children, infant/toddler curriculum planning, working with parents and team building. Lively, enthusiastic and highly engaging, her classes have been well received by the participants in her course

Belinda SEET (MEd); (LLCM Drama and Public Speaking), is a Training Specialist with RTRC Asia and an Adjunct Lecturer with Wheelock College. She holds a Master of Education and a Bachelor of Early Childhood Studies, both from the University of Melbourne. She has more than 25 years of experience in the early childhood field, first as a teacher then rising to the role of a Principal in a kindergarten.

As a storyteller and a drama teacher in various organisations and educational institutions, she has gained knowledge and skills which she shares in the creative arts and language arts modules that she teaches. She has also taught public speaking to both adults and children. Her other areas of specialties include creativity, play and qualitative research. She has also conducted customised training for foreign educators under the SCP of the Ministry of Foreign Affairs.

Sukuna SUPPIAH (MEd) is a Training Specialist with RTRC Asia. She holds a Master of Education and a Graduate Diploma in Early Childhood Studies both from University of Melbourne, with a first degree in Bachelor of Arts specialising in English Literature from the University of Madras, India. She has more than 15 years of experience in the early childhood field as a teacher working both in Singapore and Australia. She has special interest in teaching language arts modules and subjects on special needs.

Elizabeth TAN-CHONG Chai Kim (MSc) is a Training Specialist with RTRC Asia. She holds a Master of Science in Early Childhood Education from Wheelock College and a Bachelor of Education Studies from the University of Melbourne. She has more than 39 years of experience in the early childhood field in Singapore, comprising teaching, supervisory and administrative experience. Being bilingual in English and Mandarin, Elizabeth specialises in teaching in both languages. She is involved in the teaching of courses such as developing parent involvement programmes, professional development in early childhood settings, administrative & management of programmes for young children, and also supervising student teachers in their field practicum.

Juliana NG-FURTADO (MSc) is a Training Specialist with RTRC Asia. She holds a Master of Science in Early Childhood Education from Wheelock College and is also an Adjunct Lecturer with Wheelock College. She has been in the early childhood profession for the past 18 years where she started as a teacher and later as a Principal of a kindergarten before she joined RTRC Asia presently. Juliana teaches child development courses, building home-school partnerships and Mathematics for Young Children for the Certificate and Diploma programmes to both in-service and pre-service teachers. She also supervises students for practicum.

LOH Wai Fun (MSc) is a Training Specialist with RTRC Asia. She holds a Master of Science in Early Childhood Education from Wheelock College and a Specialist Diploma in Early Childhood Education – Teaching and Leadership from Ngee Ann Polytechnic. With several years of experience in the Early Childhood field as a teacher, head teacher, principal and lecturer, Wai Fun teaches modules such as Infant and Toddler Behaviour and Development, Play for the Young Child, Building Home-School Partnerships, and Professional Development in Early Childhood Settings.
